Whenever any city resident shall complain to the city as to a violation of this article,
the code compliance officer, or, on weekends or after normal working hours, the police,
prior to the issuance of a citation, shall notify the alleged violator that a complaint
has been received. If the notice given to the alleged violator is ineffective, then
the code compliance officer or police officer shall issue a formal warning to the
alleged violator that the alleged violator shall take whatever steps necessary to
alleviate the violation. If the warning given to the alleged violator is ineffective,
a citation shall be issued to the alleged violator.
